The crash happened around 7:40 p.m. in the 500 block of First Colonial Road, Virginia Beach dispatchers say. That’s near where First Colonial meets I-264, between Walmart and Target.

Virginia Beach Police say one of the four victims taken to the hospital is in critical condition.

Matthew Rushin of Virginia Beach is being held in the Virginia Beach Correctional Center with no bond. Police say he is allegedly the driver who caused the crash.

10 On Your Side briefly spoke to Rushin’s mother, who says he’s a good child who is a 2nd year at ODU majoring in mechanical engineering.

She says he did not know the people involved in the crash.

Rushin is expected back in court Thursday at 8 a.m for a bond hearing.

His preliminary hearing is scheduled for March 8.
