Repeat sex offender gets over 19 years for child porn charges

NEWPORT NEWS, Va. (WAVY) — A man who searched for child pornography while he was under federal supervision was sentenced this week to 19 years in prison. 

The U.S. Attorney’s Office said 46-year-old Elmer E. Eychaner was convicted in May on charges of attempted receipt of obscene images depicting the sexual abuse of children, obstruction of justice, destruction of evidence, and penalties for a registered sex offender. 

Eychaner, who prosecutors said has a “significant history” of sexual offense, was found guilty in 2008 of child pornography crimes. He was also previously  convicted of sex crimes twice in North Dakota — promoting obscenity to minors in 1992, and gross sexual imposition in 1994.  

Prosecutors said Eychaner started a period of federal supervision on June 13, 2016, the terms of which prohibited him from having a computer. However, Eychaner requested a computer so that he could look for a better  job. 

Eychaner was granted a computer that was monitored through a third-party company called RemoteCOM.

In November of 2016, Eychaner searched for obscene cartoon images depicting the sexual abuse of minors, according to prosecutors. Eychaner used voice recognition software to try and get around the surveillance.    

Prosecutors said Eychaner deleted his search history once he was done.

Eychaner called his federal probation officer the next day and confessed — and admitted that he had removed the hard drive and thrown it down a storm drain when his officer said she going to collect his computer.

Eychaner was sentenced Aug. 23 to 19 years and seven months in prison.
