NORFOLK, Va. (WAVY) — Mother Nature must have known it was someone’s 20th birthday this year!
Norfolk resident Sandra Williams was commuting from her job at the Government Commissioner of the Revenue’s Office when she spotted the familiar shape of a mermaid on Friday.
Williams then shared the picture with the City of Norfolk’s Facebook page.

Mermaids have become of a symbol of Norfolk ever since the late Norfolk attorney Peter “Uncle Pete” Decker introduced the idea at Nauticus back on Nov. 30, 1999 — with Norfolk even adopting the name of “Mermaid City.”
