NEWPORT NEWS, Va. (WAVY) — Aqua Vista Apartments must answer for 74 code violations after an uproar by residents prompted city inspectors to investigate the condition of about 150 units.
Last week, 10 On Your Side told you about the lack of air conditioning in 27 units after tenants rallied outside the management office.
In fact, 10 additional units also did not have properly functioning air conditioning, according to records obtained from Newport News Codes and Compliance. The records show 37 violations for heating and cooling.
Harold Roach, director of Codes and Compliance, says the issues include mold, insects, rodents, ceiling leaks, faulty plumbing and hazardous mechanical systems.
La’Vena Green, who has lived at the complex for six years, says she’s waited months for maintenance to fix a leak in her ceiling.
“It’s ridiculous,” said Greene. “If I could, I would have been moved because it’s ridiculous and nobody should have to live like this.”
Roach says the work to repair and replace the broken air conditioning units is underway and all affected units have been provided with portable systems.
Aqua Vista has been given 30 days to make progress on all of the violations, said Roach. He expects the central air to be restored by next week, but he says the other issues could take longer to resolve.
Monika Jean Baptiste says there is mold in her unit but she is most concerned about the air conditioning. She says her 25-year-old son had to go to the emergency room last week when her unit reached 92 degrees.
“I wish they didn’t have all these problems … because it’s a really nice community,” said Jean Baptiste. “But [the property manager] can only do what his people allow him to do.”
Baptiste is referencing Jim West, the on-site manager for Maryland-based Edgewood Management, who has declined to speak with 10 On Your Side about any issues.
An executive vice president for the company tells WAVY.com she has not received the full list of 74 violations, but says, “Once we have the list, we will work diligently to address all of the issues.”
