PORTSMOUTH, Va. (WAVY) - In light of the still recovering economy, used car sales are up substantially. Most consumers feel it's the cheaper alternative for getting around. But before you go out and buy a used vehicle, experts warn: do your homework. Specifically, check to see if that car has any unfixed open recalls.
