If approved, the light rail system would run along the existing Norfolk Southern right of way.

Hired engineering consultants armed with charts and numbers told the Tidewater Transportation District Commission light rail is the right move.

In April, 1996, the plan was for the light rail transit to stretch from Downtown Norfolk to the Virginia Beach Oceanfront with an increased number of buses feeding more riders to the system.
