In November, 1999, Virginia Beach voters went to the polls to decide whether or not to approve a light rail system. They voted to derail the $538 million project.

Had they approved the advisory referendum, that would have allowed the city to proceed with financing the Norfolk-Virginia Beach-Naval Base transit project.
