Outgoing NC gov. proposes '13 budget

RALEIGH, N.C. (AP) - With little more than two weeks remaining in her term, North Carolina Gov. Beverly Perdue submitted her state budget proposal for the next fiscal year.

Perdue's proposed 2013-14 budget details more than $21 billion in proposed state spending, including a 1 percent pay increase for all teachers and state employees and additional funding for education programs. The outgoing Democrat's budget stands next to no chance of being adopted by the GOP-controlled state legislature, but Perdue said she was required by state law to submit one before leaving office.

A spokesman for Republican governor-elect Pat McCrory, who takes office early next month, said the incoming administration will review Perdue's recommendations before submitting his own budget to the legislature. The new fiscal year begins July 1.
