CHESAPEAKE, Va. (WAVY) - The victim of a deadly single vehicle accident has been identified as Paul William Heron, 26, of the 3200 block of Cooks Mill Road.

Officer Dorienne Boykin tells WAVY.com, around 4 a.m., a 2006 BMW, driven by Heron was traveling at a high rate of speed on Old Mill Road when it veered off the road and struck a tree.

Police say they arrived to find one person dead, and another seriously injured.

Meanwhile, one neighbor told WAVY.com he was awoken by what sounded like an explosion. He thought he was hearing things. It wasn't until a passerby stopped outside his home that he discovered the wreck. He then called 911.

Another neighbor told WAVY.com the speed limit through on Old Mill Road is 35 mph, but cars often speed through there at a much higher rate.

The passenger, age 26, was taken to Sentara Norfolk General Hospital with serious injuries.

Chesapeake accident investigators have determined that alcohol and speed were both a foctor in the crash.  Neither occupant was wearing a seat belt.
