VIRGINIA BEACH,Va. - State police say two people died in a multi-vehicle accident on Intestate-264 at Newtown Road Wednesday afternoon. VDOT officials shut down all traffic headed east and westbound due to the accident.

State police tell WAVY.com three vehicles were involved in the accident and two engulfed in flames. Virginia State Police Spokesperson Sgt. Michelle Cotten said a BMW driven by Montreal Fuller, 29, was traveling in the HOV lanes on Interstate-64.

"When you're coming down through the HOV system VDOT has the gates closed so that you can not go into the wrong lanes," Sgt. Cotten added. "He drove through those gates into the west bound lands traveling east bound."

Fuller went right onto Interstate-264 and into oncoming traffic. The wrongway vehicle then hit another vehicle head on, Sgt. Cotten said.

"A van saw him coming, swerved out of the way and the female that was driving behind the van, in a Ford Taurus was hit head on," Sgt. Cotten said.

State police say the impact was so great it sent the Taurus flying over the wall. Both the BMW and Taurus caught fire and both drivers died at scene.

State police have identified the driver of the Taurus as Francis Wilson, 57, of Chesapeake. Neighbor John Williams was surprised to learn of Frances Wilson's loss in a deadly crash. He'd just helped her with the Ford Taurus she was driving days ago.

He told wavy.com "They were trying to get her battery in . It wouldn't go in very well. She'd just replaced it. She knocked on the door and said can you help me with my battery. I said I'm not a mechanic but I do work on cars. We got it done in about 15 or 20 minutes. She was pretty happy with that. I said enjoy your holidays. I'll talk to you later."

He went on to say she was, "happy, very nice, cordial, talked to my wife a lot, very friendly. Sorry to see her go. So unfortunate."

State police continue to investigate the deadly crash and hope an autopsy can tell them if  the driver that caused it, Montreal Fuller, was distracted, drunk or had a medical condition at the time.
