SUFFOLK, Va. (WAVY) - A Suffolk woman found guilty of animal cruelty in 2009 has again been charged of the same crime, this time for housing 15 small breed dogs who were not properly cared for.
The charges stem from a Sept. 4 visit to the 3200 block of Deer Path Road in Suffolk for a report of an animal running at large. Debbie George with the City of Suffolk says animal control officers reported 15 small breed dogs running around and once they tracked them down to a residence, they reported the dogs did not have adequate shelter, food or water.
Jennifer Eileen Harrell, 36, was arrested on charges of animal cruelty Thursday, as was her 64-year-old mother, Mattie Linda Vann.
Harrell was found guilty of animal cruelty in 2009 after several emaciated horses were found tied to trees off of Wilroy Road in Suffolk.
