NORFOLK, Va. (WAVY) - A Navy Sailor accused of possessing child pornography and plotting to kidnap and rape a young boy waived his right to a preliminary hearing and bond hearing Thursday afternoon.
Twenty-four-year-old Alan Paul Strieper, based on the amphibious ship San Antonio in Norfolk, was arrested Friday and charged with Possession of Child Pornography, Attempting to Persuade, Induce or Entice an Individual to Travel in Interstate Commerce to Engage in Illegal Sexual Activity, among other child pornography charges.
According to a criminal complaint obtained by WAVY.com, Strieper was arrested during a sting involving an undercover federal informant.
The complaint states Strieper began an online chat with the undercover informant in November. Strieper and the informant chatted through January, devising their plan to kidnap "any boy" for the purpose of raping him.
The documents detail what Strieper was planning to do boys as young as two years old. Strieper allegedly said, "How would you get a 2-year-old to consent of does that matter? lol. Have you ever thought of just grabbing a nice cutie that is walking home from school or something? I have wanted to just grab a cutie."
Documents filed in Norfolk Federal Court said Strieper even made plans for the informant to fly into Norfolk last Friday and together they would kidnap a boy.
Also during the alleged chat, Strieper said, "I think we have to pick a location, study it and the kids there and their routines. Perhaps there is some loner kids. We have to be quick in getting him so it's not noticeable. I have several rolls of duct tape...and a camera."
Federal agents told WAVY.com Strieper even wrote about getting a cheap hotel room and taking the boy there.
Incriminating phone calls between Strieper and the informant were also taped, according to federal agents.
Strieper will remain in jail until his trial. A trial date has not yet been set.
