PORTSMOUTH, Va. (WAVY) - A tribute was held for former Portsmouth Mayor James Holley Tuesday evening.
Holley was honored on the steps of Portsmouth City Hall, 801 Crawford Street. Holley passed away last Friday, two weeks after suffering a stroke. He was 85 years old.
"In one word, Mayor Holley was a man who gave," current Portsmouth Mayor Kenneth Wright said. "He dedicated much of his life to this great city and that's why we're here today - to say goodbye to him."
Holley served as mayor of Portsmouth five times and was recalled twice, once in 2010 and once in 1987.
Funeral services are scheduled Thursday, Oct. 10 at Willett Hall.
