PORTSMOUTH, Va. (WAVY) - Portsmouth City Council passed a new tethering law Tuesday, making it illegal to leave a dog chained for more than three hours per day.

The measure also bans short leashes, ropes or chains on dogs and cats. Hampton passed a similar tethering ban in July.

Earlier this month, a man was arrested for animal cruelty when animal control officers found his severely emaciated and tethered dog outside of a home in Portsmouth.
