PORTSMOUTH, Va. (WAVY) - Portsmouth dispatchers tell WAVY.com a hit and run in the City led to a police chase and ended with the car in the water.
Dispatchers said police responded to a hit and run around midnight. Police chased the car, which ended up in the water at the intersection of Bayview Boulevard and Mt. Vernon Avenue.
The accident was so loud, neighbors said it brought them out of their houses.
Scott Hall said he and his wife woke up to the sound of a car horn. Hall said it sounded like someone hit a pole, so he went outside, where other witnesses had already gathered.
Hall told WAVY.com there was a man nearby who claimed someone else was in the car. Their gut reaction was to try to help.
"We ran down, tried to lift the car up, trying to bust the windows," said Hall. "I reached in through an open rear window and popped the rear door, jumped inside trying to feel for somebody down in the water and couldn't find anybody."
Police have not released a lot of information about the crash. A 10 On Your Side crew saw a man in handcuffs at the scene, however, WAVY.com is still trying to confirm if anyone was arrested.
