PORTSMOUTH, Va. (WAVY) - Portsmouth City Council voted Tuesday evening to appoint John Rowe, Jr. as interim city manager.

Brannon Godfrey, who served as acting city manager while council worked to find an interim manager will now return to his post as deputy city manager.

Former City Manager Ken Chandler resigned last month amid a resignation and re-hiring scandal involving former Fire Chief Don Horton.

Rowe's annual salary will be $150,000 with a $600 per month car allowance. According to council, there will be no severance or additional pay, and council will later decide whether to keep Rowe permanently or search for another city manager.

Rowe, a native of Portsmouth has previously served as deputy city manager of Portsmouth for three years from 2005 to 2008.
