Neglected dog found, charges pending

PORTSMOUTH, Va. (WAVY) - A neglected dog found in Portsmouth is recovering at a local humane society.
Officers who found her say they thought "Hope" was dead, until she opened her eyes. Officers say they are investigating bringing charges against Hope's owner. The dog was found Aug. 7.
Hope is recovering at the Portsmouth Humane Society.
