Grand Jury to look into Horton re-hire

PORTSMOUTH, Va. (WAVY) - A special Grand Jury is meeting to investigate whether any wrongdoing took place during the resignation and re-hiring of former Fire Chief Don Horton.

Horton resigned this summer, but continued getting paid through October. City Manager Ken Chandler re-hired Horton for another position with the city, but Horton resigned from that one as well. Within days, Chandler resigned from his position as well because he refused to explain in writing the situation involving Horton. 

Commonwealth's Attorney Earle Mobley requested subpoenas for Portsmouth City Council members earlier this month.

The jury will investigate whether further legal action should be taken.
