Councilman calls for coworker to resign

PORTSMOUTH, Va. (WAVY) - In what seem to be never-ending conflicts spurring from the Portsmouth City Council, one councilman is calling for another to resign.

Councilman Steve Heretick wants fellow councilman Bill Moody to step down from his position with council because he says Moody contracted a company he works with to provide services to Willet Hall, a property owned by the city.

"I think, in all candor, he's looking to throw blame where ever he can and that's the sign of a desperate man,    he needs to resign and he needs to resign today," Heretick said of Moody.

At that time, Moody said he thought the city building was being privately managed and when he learned otherwise, he said he rescinded the proposal. 

The 2010 documents, found in former City Manager Ken Chandler's Office, were proposals for Jani-King allegedly initialed by former Deputy City Manager Brannon Godfrey, now acting city manager.

Hertick says every budget city council voted on included line items for Willet Hall and the Children's Museum.  Moody reportedly offered a contract to that city operation too.
 
"I guess the question that I and a lot of other citizens of Portsmouth have out there today is, 'How much more of this is out there?'" Heretick said.
 
This news comes the same week Commonwealth's Attorney Earle Mobley announced he is subpoenaing Portsmouth City Council for information surrounding former Fire Chief Don Horton's resignation and re-hiring as deputy director of emergency management.
 
City Manager Ken Chandler resigned last week because he refused to reveal in writing what he told city council regarding the re-hiring of Horton, who had resigned his position as fire chief in July but had remained on the city's payroll until October through the Family and Medical Leave Act, even though he had not listed any medical issues in his resignation email. 
 
This week, Horton resigned from his newest city position as deputy director of emergency management during Hurricane Sandy.
