Port expansion gets permit

Funds still a hurdle

PORTSMOUTH, Va. (AP) - The Virginia Port Authority's planned expansion of Craney Island has received its final permit but funding for the multibillion-dollar project is still a hurdle.

Gov. Bob McDonnell announced the Virginia Department of Environmental Quality's approval of the permit Thursday.

The authority and the U.S. Army Corps of Engineers are partnering on the expansion. The project will create a new marine terminal and additional storage capacity for material dredged from Hampton Roads harbor.

Virginia and the federal government will split the estimated $2.2 billion to $2.5 billion cost. The first phase is expected to cost $400 million.

Corps of Engineers project manager Doug Martin says federal funding committed so far isn't enough to allow construction to start.
