Passengers ID hit and run suspect

KILL DEVIL HILLS, N.C. (WAVY) - Both the victim and suspect in a deadly hit and run Tuesday have been identified by officials in the Outer Banks.

Assistant Chief Dana Harris with the Kill Devil Hills Police Department told WAVY.com the crash occurred around 1:30 a.m. in the 1700 block of Virginia Dare Trail. The male bicyclist, identified as Dmytro Palii, 20, of the Ukraine, was transported to Sentara Norfolk General Hospital by ground.

Harris said Palii died at the hospital. Palii was a “Summer Travel/Work visitor” in the Outer Banks and was working at the Food Lion in Nags Head.

"I just think that is the most terrible thing a person could do," North Carolina resident Shannon Greene said. "Accidents happen everyday, but you should definitely stop."

Chief Gary Britt with the Kill Devil Hills Police Department said officers took phone calls from people claiming to have been passengers in the vehicle that struck Palii. Those witnesses identified the driver as Brandon Geoffrey Edwards, 23, of Nags Head.

Edwards was located at his home, where he was placed under arrest. Britt said a damaged 2006 Land Rover was also located at the home.

Edwards has been charged with felony serious injury by vehicle, felony hit and run and driving while impaired. He was granted a $10,000 bond and is now out of jail, Britt said.

Additional charges are pending at this time.
