NORFOLK, Va. (AP) - A special grand jury investigation of the Norfolk Community Services Board is under way.
The 11-member panel convened for the first time Wednesday.
A former employee of the agency collected pay and benefits for 12 years without showing up for work.
The Virginian-Pilot says Norfolk Circuit Court Judge Charles E. Poston told the panel that it's not limited to investigating that case. It also can investigate other activities at the agency.
But Poston said the special grand jury shouldn't engage in a "fishing expedition."
The panel will report any potential wrongdoing to the court.
Former Norfolk Public Schools Superintendent John O. Simpson will serve as jury foreman.
