NORFOLK, Va. (WAVY) - 10 On Your Side spoke with local legislators to see who should be held accountable for the pothole fiasco on eastbound Interstate 264.

Sen. Ralph Northam drives on I-264 daily and calls it an embarrassment and hindrance to attracting new businesses to the area.

"I can't really, you know, speak of anyone specific because we don't get into personnel issues and such, but a far as management is concerned, that's what this is - it's a management issue," Commonwealth Transportation board member Hollis Ellis told 10 On Your Side.

Ellis told WAVY.com a state-level manager, who oversees all districts, has stepped in to review the contract work in Hampton Roads.

Northam and Commonwealth Transportation board member Sheppard Miller say staff are VDOT are ultimately responsible, but do not blame VDOT in this case.

"What I would say is that VDOT is trying to do the best they can but they don't have any resources," Northam said.
