Robbery spree ended with Decker death

NORFOLK, Va. (WAVY) - A man charged with killing a Norfolk Police Officer is already serving 97 years in prison on robbery charges.

Police say 20-year-old Raymond Lewis Perry may have ended that robbery spree with the murder of Officer Victor Decker.

Five days before the Decker killing and while working at the LukOil Gas Station, Bob Russell survived a Perry robbery. Perry asked Russell for money out of a safe, but Russell didn't have a key. According to the FBI, that's when Perry shot Russell.

"He asked, 'Well, can you open the safe now?' 'No, I told you, I don't have the key,'" Russell said.

The FBI used the testimony of two men, Wade Watford and a 17-year-old who claim they worked with Perry to rob a 7-Eleven on Sept. 19, 2010. The men are not identified in the Federal court papers obtained by WAVY.com.

Later that day, the two co-conspirators admit they used Perry's gun while they robbed Sal's Pizzeria while Perry waited in the getaway car.

The co-conspirators told the FBI they came into Sal's wearing masks and camouflage clothing. One of them became agitated at the cash register when asking for money and fired a shot. The bullet hole is still in the ceiling. The suspects got away with $800.

The three robberies took place within three miles of each other, and within a week of these three robberies, police say Perry killed Decker on Oct. 26, 2010.
