Board member: "Lost confidence" in VDOT

NORFOLK, Va. (WAVY) - 10 On Your Side continues to dig into who should be held accountable for the potholes that caused thousands of dollars in damage last week.

The Commonwealth Transportation Board is getting heat to right the transportation ship here in Hampton Roads

VDOT's district administrator for Hampton Roads, Dennis Heuer, has refused interviews with WAVY.com since last Friday. 

"[Lost confidence] is an issue with this local department, local district," Commonwealth Transportation Board member Hollis Ellis said. "It does not happen in other districts."

The big transportation issues that have faced Heuer in Hampton Roads over the years include:

1. Since 2003, VDOT has been called the "gang that can't shoot straight;" that's when the Midtown Tunnel flooded. Heuer took the helm just after this.
2. Heuer was on board when the HRBT pump room flooded
3. Heuer signed off on a plan to close down roads for road work that snarled traffic for hours last summer.
4. The Monitor-Merrimac Memorial Bridge-Tunnel continues to leak at the mouths of the tunnels after $3.6 million invested to fix it.
5.  There have been cost overruns within the organization.
6.  Last week, Interstate 264 eastbound basically disintegrated following a rainstorm that opened up dozens of potholes, popping tires and causing thousands of dollars in damage.

Transportation Board Member Aubrey Layne says VDOT fails to get what the word proactive means, and is instead reactive to issues. 

Ellis acknowledges a new administrator may be brought in to take Heuer's place.

"Who that person is, I do not know," Ellis said.
