Hampton bans animal tethering, chaining
Law goes into effect in six months

HAMPTON, Va. (WAVY) - Hampton City Council unanimously voted Wednesday to fully ban tethering or chaining of all animals, without exception.
The law will take affect Jan. 1, 2013.
The decision was more restrictive than a proposal which would have allowed for tethering during daytime hours if pet owners applied for a $25 permit, including a visit from an animal control officer to make sure the animal had adequate food or shelter.
