NORFOLK, Va. (WAVY) - It's sure to be one of the busiest days for Jack Quinn Restaurant and Irish Pub on Granby Street.

"Completely Irish, completely fun and a lot of green beer," said General Manager Josh Dress.

The annual holiday had most wearing green, but it was news out of Richmond that had Lauren Keane turning red.

"People who drink alcohol sometimes don't make the best decisions, especially when a weapon is involved," said Keane.

Governor Bob McDonnell says he will sign legislation allowing those with a permit to enter a bar with their concealed weapon.

"Firearms and alcohol don't mix and that's one area where we should limit the carrying of a firearm," said Portsmouth Police Chief Edward Hargis.

The Portsmouth Police Chief isn't the only one concerned about what the legislation could mean for public safety.

Virginia Beach's police chief wrote  McDonnell a letter urging him to veto the legislation. Governor McDonnell has said public safety is the foremost obligation of government. But, he has also said, he will continue to protect and uphold second amendment rights.

Patrick Keane says that's why he doesn't agree with his sister on this one.

"If you're able to have it you should be able to have it anywhere not be restricted where you can have your concealed weapon," said Keane. The legislation puts the responsibility on the gun holder not to drink.

"Gun carriers, as long as they're responsible with what they do, we're really not worried about it," said Dress.

Chief Hargis doubts bartenders or police will make random checks.

"It's going to be a difficult one to enforce but, unfortunately, I think it's going to happen after an incident occurs," said Chief Hargis.

Hargis says if there is an increase in incidents, the Virginia Association of Chiefs of Police will address it with the legislature.
