HAMPTON, Va. (AP) - A developer and the state's housing agency is proposing a large-scale residential project to be built in the center of historic Fort Monroe, but Hampton city officials say they oppose the plan.

HRI Properties and the Virginia Housing Development Authority presented the $30 million proposal at a recent City Council work session. The plan would bring 445 multi-family homes to an office building within Fort Monroe's moat, as well as the current U.S. Army Training and Doctrine Command complex outside the moat.

The Daily Press (http://bit.ly/fmoQxC ) reports that Hampton officials are against the development because it would conflict with efforts to create jobs and plans for a National Park Service presence at the site.

The Fort Monroe Authority board will determine whether the project advances.
