CHESAPEAKE, Va. (WAVY) - Chesapeake police said the 13-year-old girl who was hit by a car at the intersection of Cedar Road and Country Club Boulevard on Thursday afternoon has died.
Kelly Valentine was crossing the street on foot around 4 p.m. when she was struck by a four door sedan traveling east on Cedar Road, Chesapeake Police Public Information Officer David C. Balsamo said.
A friend who was with Valentine at the time told WAVY News 10 that she had gone back to pick up her cell phone when she was struck.
"She parked her bike and said, I'm going to go get it, so she waited until the cars were cleared and the red car was down there," said Kelly's friend Olivia Leaf who was with her at the time.
Police said the driver had a green light and was not at fault.
"I didn't know what to do. I stood there, everything went through my head, and I just ran over there to see if she was ok," said Leaf.
Kelly was not ok. She was taken to the hospital where she passed away around 9 p.m.
"She was the most amazing person there ever was. She was pretty, she was smart, I can't believe something would happen to someone who was so undeserving of this," said Kelly's friend Megan Curry.
Witnesses told police there didn't seem to be any foul play on the part of the driver, and the vehicle went through the intersection on a green light.
A preliminary report from police also indicates the driver did not break any laws.
The accident is still under investigation, but police say at this time, no charges are pending.
In light of the tragedy, the city of Chesapeake said on Friday it is launching a comprehensive review of traffic issues along parts of the Cedar Road corridor between Dominion and Battlefield Boulevards.
