PORTSMOUTH, Va. (WAVY) - The first Downtown Tunnel, which is now the westbound lanes, opened May 23, 1952. The second tube of the Downtown Tunnel opened March 4, 1987. All tolls were removed from the tunnel on August 1, 1986.
