VIRGINIA BEACH, Va. (WAVY) - A woman has been charged with child abuse and neglect after officers say she poured scalding water on a 9-year-old boy.

Grazia Moyers with the Virginia Beach Police Department told WAVY.com the boy was found wandering near his bus stop by the bus driver Tuesday morning. Once he arrived to school, officials noticed marks on his neck.

The boy told officials his mother, 38-year-old Aliyah Washington, poured scalding water on him at their home in the 400 block of Lisa Square. Washington was arrested and charged with two counts of child abuse and neglect. The first count is for pouring the water and the second is for the boy wandering, Moyers said.

"[It's] so sad," neighbor Everett Byrd said.

Byrd was fixing his car Tuesday when he noticed the commotion in his complex.

"There were two police cars out here, detectives and social services," Byrd said. "They just kept going back and forth, back and forth."

The boy had burn marks on his neck and when teachers asked him what happened, he said his mom threw hot water on him.

"I'm heartbroken," said another neighbor.  "I couldn't believe it... that's crazy."

The neighbor, who didn't want to be identified, says she has seen social services at Washington's home before. She also says the young child has autism.

"We are very quick to put her in jail, but what is the underline problem?," Byrd said.  "She needs help."

Washington is being held at the Virginia Beach City Jail without bond at this time.
