Man arrested for counterfeit drugs

DARE COUNTY, N.C. (WAVY) - Deputies say a man was arrested for possession of heroin and counterfeit controlled substances in Kill Devil Hills Wednesday.
According to Chief Deputy Steve Hoggard with the Dare County Sheriff's Office, 20-year-old Robert Wayne Phillips of Colington was arrested and charged with two counts of possession with intent to sell counterfeit controlled substances, two counts of sell/deliver counterfeit controlled substance, maintaining a vehicle for keeping controlled substance.
The next day, he was served with outstanding warrants on charges of selling or delivering heroin, maintaining a vehicle for keeping controlled substance and possession with intent to manufacture/sell/deliver heroin.
Phillips was held under a $10,000 for the Oct. 3 incident and $30,000 for the outstanding warrant arrest.
