CHESAPEAKE, Va. (WAVY) - Lance Cpl. Steven L. Phillips, 27 of Chesapeake, died in Qaim, Iraq on Feb. 7, 2006 in a non-hostile vehicle accident while conducting combat operations against enemy forces.
