NORFOLK, Va. - During the March, 2002, homecoming of the USS Theodore Roosevelt, a Navy sailor made headlines across the country with this shipboard proposal. This was the first major Navy homecoming following the start of military action in Afghanistan, so the proposal was seen by a nationwide television audience.
