RICHMOND, Va. (AP) - A Hampton Roads congressman has released a government report that criticizes the Navy's decision-making behind the proposed move of a nuclear-powered aircraft carrier from Norfolk to Florida.

The Government Accountability Office report was released Tuesday by U.S. Rep. Glenn Nye. The GAO report states the Navy has not detailed what went into its decision to move a carrier from Naval Station Norfolk to Mayport, Fla.

The Navy has said the decision is based on national security concerns related to home-porting all five East Coast carriers in Norfolk.

But the GAO criticizes the Navy for not stating how that risk is measured and who did the analysis.

The proposed move could cost Hampton Roads thousands jobs and hundreds of millions of dollars.
