PORTSMOUTH, Va. (WAVY) - Over the last two decades, one Portsmouth man's home has been a regular stop for thousands of people who enjoyed getting a glimpse of the Christmas spirit in action. Richard Raby spent weeks arranging giant light displays and over the years, he has welcomed thousands of the young and young at heart to see the show
