VIRGINIA BEACH, Va. (WAVY) - A blind Virginia Beach man turned to Cheryl Tan for help after concerns he had getting around his busy neighborhood. Find out how traffic engineers responded when we asked Bill Meinecke, "What's Your Problem?"
