PORTSMOUTH, Va. (WAVY) - The Norfolk County Courthouse has stood at the corner of London Boulevard and High Street in Portsmouth since the 1840's and has served many purposes.
The historic building was recently re-named the "Portsmouth Arts and Cultural Center" and as soon as you arrive you'll understand why that title is a perfect fit.
